According to Musk, this very first tunnel is nearly complete and once the regulatory approvals are finished, the Boring tunnel will be open to the public for free rides. Musk wants to build a network of tunnels across Los Angeles to get around traffic and has been in the process of building his first tunnel. Musk uploaded a brief clip to his Instagram profile on Thursday night showing a chunk of the tunnel.

In Musk's latest announcement, he revealed that The Boring Company will require regulatory approval before any public testing can take place.

He envisions motorists' vehicles being lowered by elevators into tunnels and onto electric sleds that whisk them along to destinations.

Another one of the entrepreneur's investments is The Boring Company, a tunnel-digging company focused on enabling faster and cheaper underground transportation.

He also confirmed that the system will "always give priority to pods for pedestrians & cyclists for less than the cost of a bus ticket".

Last year, the Hawthorne City Council approved a roughly two-mile test tunnel from Musk's SpaceX rocket plant to a point east of Los Angeles International Airport.

"Super huge thanks to everyone that helped with this project", he continued.

While Musk continues to deal with bottlenecks that are slowing production of the entry-level Tesla Model 3, he is still finding time to pursue his goal of fixing traffic congestion under LA.

Musk's reference to the support needed from the public, elected officials and regulators may serve to explain why he's bringing up the subject now.
