In the complaint, Browder alleges Rohrabacher and Behrends "provided services to one of the central figures targeted by the Magnitsky Act" because they got information from the Russian official and used it to try to change the law.

Browder told the Senate Judiciary Committee on Thursday that Fusion pitched false stories to journalists about Magnitsky, including that he died of natural causes, which Browder disputes.

Browder testified: 'In a kleptocracy like Russian Federation and other countries the way that the world works is that the president of that country allows certain people to get rich, he often gets a share of the wealth of those people and then he can rely on those people to do the state's bidding in situations where it may not be appropriate or they may not want to show the government's face'. He personally is at risk of the Maginitsky Act. Its founder Glenn Simpson, a former Wall Street Journal reporter, was one of the people in Washington who has helped Veselnitskaya lobby to repeal the Magnitsky Act-by working for an American law firm hired to defend Prevezon.

Browder testified that when Congress passed the Magnitsky Act, Putin retaliated by imposing a ban on Russian orphans. This man said the Russians were behind Fusion GPS.

Browder testified that Kremlin-linked Natalia Veselnitskaya was the "family lawyer" for the Russian family that owns Prevezon Holdings Ltd., the target of a $230 million fraud and money-laundering case that Magnitsky had exposed.

Although Trump Jr.'s publicly released emails show Clinton was to be the the primary topic of discussion at the Trump Tower meeting, Trump Jr. has maintained the topic was instead the adoption of Russian children.

Browder testified that the goal of repealing the Magnitsky Act is "the one thing we can conclude with certainty about what happened in that meeting".

Browder also said that Fusion GPS, the group hired by Hillary Clinton supporters that put together the salacious dossier on Donald Trump, was receiving money indirectly from a senior Russian government official.
