Mom: Child welfare officials were OK with cage for toddler


A Pennsylvania man locked his 22-month-old son in a makeshift wooden cage and left the boy alone in a hot house with his two younger siblings, including a sister born hours earlier, police said Thursday.

The father, Cecil Eugene Kutz, 39, is charged three counts of endangering the welfare of a child and three counts of recklessly endangering another person, FOX8 reports. After she suffered heavy bleeding, Kutz called an ambulance around 9:30 a.m. on Wednesday.

Troopers went inside the home after their knocks went unanswered and they found the three children just inside the front door. Trooper Thomas Robin told The Associated Press that the woman was taken to hospital and underwent surgery.

As of Thursday, their father remains jailed. The statement said the family would be working closely with the medical examiner to determine the cause and have asked for privacy. There was a foam mattress and toys inside the cage.

"The inside of the cage didn't even allow the child to stand all the way up in there", says Trooper Beohm.

Kutz told police the reason his children were home alone, was because he wanted to go visit his girlfriend in the hospital. "He told me he's done it in the past, that it's not the first time he put him in that contraption".

The 22-month-old boy was found inside the cage made of plywood and wooden lattice that had been locked from the outside.

The baby girl was evaluated at Lehigh Valley Health Network before she and her brothers were placed in the custody of Schuylkill County Children and Youth Services.

George says she's angry Kutz left their kids alone while she was hospitalized after suffering complications during childbirth.

But Tiffany George, the mother of the child, disputes the charge and calls the structure a playpen, according to a report from CBS 21 News.

Kutz was charged with three counts of endangering the welfare of children and reckless endangerment.

"We're happy we got there, we're happy Children and Youth is now taking custody of these kids, and we're happy Dad's locked up", he said.

On Tuesday night, the mother gave birth to their third child, inside the residence.
