Bill Now Heads To Adelup For Signature GUAM - While Guam is taking a step toward increasing the tax on cigarettes, one doctor feels more should be done. Dr. Sam Friedman doubts raising the tax on cigarettes by one dollar will make a difference in how many people smoke on Guam. "An extra buck might sound like a lot to the average person, but if you are a smoker and an addict that might not even make any difference in that realm," she said. "For me, I'm trying to, like, control my smoking, but then, you know, at the same time that dollar would kind of help push the urgency to stop smoking," Taimanglo said. "Does it hurt the pocket? Of course it's going to hurt the pocket, because that's additional funds toward, you know, your habit." But Mangilao resident Ben Munoz would like things to remain status quo. "There's a lot of us that don't work, but we're barely making for a $1.99 a pack," Munoz said. "That's good. Just leave it like it is, man."
