Rector's Resignation May Shift Balance Of Power Guam - Now that Senator Matt Rector is stepping down, speculation of a special election is rampant. Rules Chairman Rory Respicio says it’s conceivable Democrats could field as many as four candidates for Rector’s seat. What isn’t being discussed so widely is how the special election could change the complexion of the political landscape going into islandwide elections later this year. Up to now the Legislature’s been governed by a Democratic supermajority…with ten Democrats controlling all committees – and wielding the power to render any bill veto-proof. Win or lose, their reign over committees will continue after the special election. But if a Republican wins Rector’s vacant seat, it could change the Legislature’s relationship with Adelup. Republican Senator Frank Blas, Jr. tells Guam News Factor, "It shifts the balance of power. This would force now the Administration and the Legislature to...come to common ground." Whether a Democrat or a Republican wins the special election in 60 days, it could be a bellwether for the way voters are feeling as Guam approaches a much bigger election with a lot more at stake before year’s end.
