GUAM - The recent release of findings by Legislative Ethics Attorney Anthony Camacho places the onus squarely on the Ethics Committee to determine the sanctions it must place on Senator Matt Rector based on the gravity of ethics violations affirmed by Camacho. Camacho's findings conclude that Rector is in clear violation of the conflict of interest issue for entering into a lease agreement with the Guam Federation of Teachers (GFT) using his senatorial budget, for admittedly participating in Union negotiations with the Port Authority of Guam while sitting as a Senator and Chair of the Legislature's Committee on Labor. According to Attorney Camacho's findings: Beyond the apparent disregard for his ethical responsibilities, Rector's actions have cost the people of Guam real money; to date Guam News Factor has calculated $30,793.19 in rental and copying costs to the GFT paid out of Rector's senatorial budget to the GFT. Based on financial documents Guam News Factor received from the Guam Legislature, Rector has paid the Guam Federation of Teachers monthly rental fees of $2,500 per month for 800 square feet of office space for a total of $30,000 from January through September 2009. This amounts to $3.12 per square foot. Additionally, Rector has paid the GFT $793.19 for photocopying. Whatever sanctions the Committee decides these inappropriate expenses should be repaid by Rector and his senatorial lease at the GFT office terminated immediately.
