By Jeff Marchesseault GUAM - Now that Guam Attorney General Alicia Limtiaco has asked the U.S. District Court of Guam to dismiss Jim Adkins' $3 million first amendment lawsuit against GovGuam over technicalities, the federal court faces a constitutional challenge. Police allegedly arrested Adkins and took his camera for snapping photos of an accident while seated in his car on a public road and for arguing at the scene of the accident. Now the federal court must weigh procedure against rights to free speech and redress of grievances.
