China Embassy Thanks Respicio For Political Sensitivity E-mail Print

In May of 2009, Senator Rory Respicio sent a letter of concern to Ingrid Wang of the political and press section of the Consulate General of the People’s Republic of China in Los Angeles.

Respicio sent his letter in hopes Wang could extend the senator’s deep regrets to Consul General Zhang Yun for a statement made by Governor Felix Camacho. Respicio said in a letter to then-Acting Governor
Michael W. Cruz, M.D., “The governor characterized a trip with his family to Taipei, Taiwan as an ‘official state visit.’”

Respicio was concerned the reference would get Guam involved in “diplomatic intricacies surrounding this issue,” because of the federal government's “One-China Policy.”

The Consul General responded to Respicio thanking him for his “right position…and effort to correct the improper statement made by Governor Camacho.”

Respicio expressed his perplexity at the situation to Guam News Factor, “I just can't see why the governor acted the way he did. He did not even acknowledge his mistake after Consul General Zhang Yun's instance that Guam recognize the US's policy toward China.”

“It appears that my efforts to clarify my position of the Governor mislabeling of his trip to Taiwan, and our collective effort to improve relations between Guam and China are encouraged by Consul General Zhang. The Consul General seems to indicate that they do want to have closer relations with Guam,” Respicio continued.

“The more important question remains: How can Governor Camacho, on one hand, court the Taiwanese Government and insult China, then immediately following that trip, fly straight to Congress to testify in support of the China-visa waiver program, expressing how the China market will be great for our tourism industry, knowing full well that this program has to be supported by China,” he concluded.
